Rajasthan Panchayat Polls Held Successfully – I, II and III Phase

Village communities have been in existence in India for over centuries and Panchayats have been part of these communities since then. Evidence suggests that during the time of the Rig Veda (1200 BC)  self-governing village bodies called sabhas existed.

With the passage of time, these bodies evolved into Panchayats (council of five persons). These bodies were functional institutions of grassroots governance in almost every village. The village panchayat or elected council had large powers, both executive and judicial.

Panchayati Raj is basically a system of governance in which gram panchayats are the basic units of administration. It has 3 levels: village, block and district. At the village level, it is called a Panchayat. It is a local body working for the good of the village. The number of members usually ranges from 7 to 31; occasionally, groups are larger, but they never have fewer than 7 members.

The block-level institution is called the Panchayat Samiti. The district-level institution is called the Zilla Parishad.

Powers to Panchayati Raj Institutions

The ruling Congress in Rajasthan has promised to devolve substantial powers to the Panchayati Raj institutions in the state.

All round development of villages, granting funds to panchayats and imparting more functional powers would be the first priority of the Congress government in Rajasthan.

Panchayati Raj Polls – I Phase

The first phase of Panchayati Raj polls in Rajasthan to elect 390 members of Zila Parishad and 1,915 members of Panchayat Samiti was held on 20 January. Electronic Voting Machines (EVMs) were used to conduct the polls .

Panchayati Raj Polls – II & III Phase

The second phase of polls were held on January 29, and today February 2 the III phase was conducted.

There are total of 1013 members in 33 Zila Parishads (district level) and 5273 members in 248 Panchayat Samitis.

Nearly 1.34 lakh police personnel were deployed to conduct free and fair elections.

Six Young Congress Leaders and Seventeen New Comers as Member of Parliament from Rajasthan

In this year Lok Sabha, seventeen first time MPs will represent Rajasthan in Parliament. The new faces in the Parliament will have 14 MPs from Congress, two from BJP and one independent.

The Congress MPs who will make their debut in Parliament include Jitendra Singh (Alwar), Harish Choudhary (Barmer),  Ratan Singh (Bharatpur) and Bharat Ram Meghwal (Ganganagar-SC).

Girja Vyas won the Chittorgarh seat by defeating sitting BJP MP Srichand Kripalini. The other two are Chandresh Kumari from Jodhpur and Jyoti Mirdha from Nagaur seat who defeated Jaswant Singh Vishnoi and Bindu Choudhary of BJP respectively.

The other Congress MPs, who made a successful entry to the House are Mahesh Joshi (Jaipur), Lalchand Kataria (Jaipur), Khiladi Lal Bairwa (Karauli-Dholpur), Ijyaraj Singh (Kota), Gopal Singh (Rajsamand), C P Joshi (Bhilwara), Jyoti Mirdha (Nagaur), Badri Ram Jakhar (Pali), Raghuveer Singh Meena (Udaipur) and Mahadev Singh (Sikar).

The two newcomers from the BJP are Arjun Ram Meghwal (Bikaner) and Devji Patel (Jalore), and one independent Kirori Meena (Dausa).

Winning Young Candidate from Congress in Rajasthan

Jyoti Mirdha 36, 38-year-old Jitendra Singh and 44-year-old Ijyaraj Singh, Sachin Pilot (31), Lalchnad Kataria (35) , and Harish Choudhray (38) have all emerged as winners in this year’s lok sabha elections.

With six Young Turks from Congress winning in Rajasthan, they formed a little over a third of the 25 MPs that the sate elected.

This young in’ mantra given by party’s general secretary Rahul Gandhi worked unexpected wonders for Congress. It was on his continuous insistence that the party risked giving seats to absolute novice candidates and pitted them against seasoned campaigners.

Rajasthan General Elections – 6 MPs from Rajasthan can get Ministry in Centre

The Rajasthan State Congress, which has contributed significantly to UPA’s victory by having a clean sweep of 20 seats out of 25,  is now eying a leap in the number of ministries its MPs will get at the Centre.

In 2004, Congress won only four seats and two MPs from the sate – Namonarayan Meena and Sisram Ola  became ministers. This time round, besides the two, who won once again, Girija Vyas, Sachin Pilot, Chandresh Kumari and C P Joshi are hopeful to get posts in the central ministry.

Sachin Pilot, whose victory from Ajmer is being seen as a move away from his father Rajesh Pilot’s shadow, could also win him a ministerial berth. Last time, he won from Dausa, from where his father had won five times. But this time, he had to move to Ajmer after Dausa became a reserved constituency.

Mining minister Sisram Ola, and minister of state for environment and forest Namonarain Meena may be retained whereas Girija Vyas, who won from Chittorgarh, may once again get a ministry. Vyas, at present the chairman of the National Women’s Commission, had been central minister in the past and her experience is likely to work in her favour.

Rajasthan PCC chief C P Joshi, who won by over one lakh votes in Bhilwara despite a one-vote defeat during the assembly polls, is one of the strong contenders for a ministerial job.

Scion of the Jodhpur royal family, Chandresh Kumari, who won from Jodhpur, was also a minister at the Centre in the past and being an experieced campaigner is now billed to get a minsitry again.

Namonarain Meena Set Records -   Won with lowest margin of 317 votes across country.

Union Minister Namonarain Meena was declared elected from Tonk-Sawai Madhopur constituency with a margin of just 317 votes on Sunday.  Mr Namonarain Meena also set a record in this year’s Lok Sabha polls by winning with lowest margin in the country.

Mr Meena barely manged to defeat his nearest BJP rival Kirori Singh Bainsla, who came to limelight after he led the Gujjar agitation last year.

Till Sunday morning, the lowest victory margin in the country was in the name of Nattubhai Gomanbhai, who won as BJP candidate from Dadra – Nagar Haveli. Nattubhai was followed by M K Raghavan of Congress who romped home with a margin of 838 votes from Kozhikode constituency in Kerala.

First Time Two Meenas have won from Eastern Rajasthan

Belying apprehensions of an anti-Meena polarization of votes, the two Meena candidates Kirorilal and Namonarain have retained their forts in eastern Rajasthan as Meena hegemony remains unscathed in the region.

Independent Kirorilal won from Dausa by an emphatic margin of over 1.30 lakh votes while Namonarain could manage a 317-vote victory from Tonk-Sawai Madhopur. This is the first time that the two Meenas have won from eastern Rajasthan.

Rajasthan Lok Sabha Election Results

The final results of the 2009 Lok Sabha Elections have been declared in 24/25 constituencies in Rajasthan.

There was a problem in one of the EVM machine in Tonk – Sawai Madhopur constituency and because of that the results were not declared till late in the evening. In the first couting of votes, Mr Namo Narain Meena has secured a win with a very low margin of 317 votes.

The final results havnt been declared yet as BJP Candidate Kirori Singh Bainsla is not happy with the overall couting and demands recounting.

The Tonk Sawai Madhopur is a tough battleground this time. Col. Bainsla, who  led the violent Gujjar agitation in Rajasthan in 2007 is contesting against the union minister and Congress nominee Namo Narayan Meena. This battle is a direct Gurjjar-Meena poll battle. Bainsla’s inclusion in the BJP aimed at wooing the Gujjar vote, estimated at around seven per cent of the electorate in the state.

Tarachand Bhagora is the Congress candidate for the  Banswara Lok Sabha seat in Rajasthan. He will contest against Hakru Maida who belongs to BJP Party.

He was elected as Member of eleventh Lok Sabha from Dungarpur Rajasthan in the year 1996.

Educational and Social Profile

Tarachand Bhagora has worked as  Member and General-Secretary of Dungarpur Tribal Vikas Parishad and Scheduled Castes and  Scheduled Tribes Council. He has been involoved in various social upliftment activities during his political career.

Mr Bhagora  was born 1 January 1954 at Ratanpura, Dungarpur and has done M.A in political science from Rajasthan University.

Banswara Lok Sabha Seat – A Snapshot

Banswara is another Congress stronghold in Mewar. This seat was seized in 2004 by the BJP when things were going its way. It will be tough for BJP to retain this seat.

In the previous four Lok Sabha elections, it was only in 2004 that the BJP actually managed to snatch it from the Congress. All other times,  the Congress has won here and usually with very convincing margins.

Of the eight assembly segments, the Congress holds six, the JD(U) one and and independent one. The BJP’s performance in the recent assembly elections were absolutely dismal. The Congress vote was about one and a half lakh more than the BJP-JD(U) vote.

The BJP has denied a ticket to the sitting MP, Dhan Singh Rawat, and has fielded Mr. Hakru Maida. It will take a miracle for him to overcome the anti-incumbency generated by his predecessor. Mr. Rawat contested the just concluded assembly elections and lost by about 25000 votes in his home constituency.

A BJP stronghold in Marwar, this constituency will feature an interesting battle this time. Sirvis and Jains are the main groups of the area, and both of them have their strong points. The previous Lok Sabha elections have almost always returned illustrious Jains from the constituency, in particular from the BJP.

The Congress has won here only once in the last twenty years, in 1998 when a pro-Congress wave swept the state.

The assembly elections portray pretty much what might be expected. Of the eight assembly segments, the BJP won six, and the Congress two. The BJP vote is about 30,000 more than the Congress vote. The party managed to win four — Sojat, Bali, Marwar Junction and Pali — out of the six seats in Pali parliamentary seat, with tourism minister Bina Kak winning Sumerpur for the Congress and an independent Dilip Choudhary winning Jaitaran. To these, one may add Osian, Bhopalgarh and Bilara, which is now part of Pali.

However, the Congress sniffs an opportunity here. The newly-added assembly constituencies together account for close to 1.2 lakh of the total 2 lakh Jat votes in the 16,79,768 voter seat that might help it to change the equation in the constituency where BJP has won five of the last six parliamentary elections.

Churu Parliamentary Constituency

A constituency in the north of Rajasthan, this Jat stronghold will feature an interesting contest this time. Jats are touted as Congress supporters, but this is  not really the case. They generally support whoever benefits their community most. And the displeasure of the Jats for Ashok Gehlot is legendary. So, a consolidation of Jat votes in favor of the Congress is unlikely.

In the last two Lok Sabha elections, the BJP has been winning consecutively. The Congress however, won in 1996 and 1998. However, with each election, the BJP has been growing steadily. In the Assembly elections, the BJP won five, the Congress two, and an independent one. The BSP put up a fairly impressive show in two constituencies, to the detriment of the Congress.

By the same token, the independent who won ended up taking the BJP vote in that constituency, so even if the BJP is unable to repeat its Assembly performance, it is likely that the BJP will have an advantage here. The total BJP vote was about 30,000 more than the Congress vote.

Buta Singh‘s Migration from Punjab

Buta Singh migrated to Rajasthan from Punjab during the spurt in terrorist activity in his home State. He had won the Jalore seat three times on Congress ticket and once as an Independent.

Mr. Buta Singh’s sudden interest in Jalore, a Lok Sabha seat comprising the districts of Jalore and Sirohi, seems to stem from the potential in the seat for a candidate other than the nominees of the Congress and the Bharatiya Janata Party.

Born in Jalandhar on March 21, 1934 to the late Bir Singh and Beant Kaur, Buta Singh was educated at Mumbai’s Guru Nanak Khalsa College. He was awarded a BA (Honours) and went on to complete his masters. His profile at the Lok Sabha lists his profession as ‘agriculturist and journalist.’

Buta Singh married the late Manjit Kaur in 1964 and has two sons – Sweety and Lovely and a daughter. His sons exercise more power in present day Bihar than the governor.

About Jalore Lok Sabha constituency

Jalore Lok Sabha constituency is located in west Rajasthan. The conversion of Jalore into a general seat has displaced sitting BJP MP Sushila Bangaru Laxman, who got the saffron party ticket in 2004.

Susheela  won from Jalore Lok Sabha constituency by defeating Buta Singh of the Congress party in the last general elections. He secured 48.98 per cent of total valid votes, while Buta Singh got 43.01 per cent votes.

About Udaipur constituency

A constituency that has been significantly altered post-delimitation, it is now a mixture of the old Udaipur and Salumber, and is now reserved for Scheduled Tribes. The old Udaipur had a habit of changing hands between the Congress and the BJP, while Salumber was a Congress stronghold which the BJP snatched away in 2004.

Its new status as a Scheduled Tribe constituency has meant that both the Congress and the BJP candidates have had to migrate away.

The assembly elections present a rather bleak scenario for the BJP. Of the eight segments, the BJP has two while the Congress has six.

Jyoti Mirdha – Congress Candidate for Nagaur Parliamentary Constituency of Rajasthan

Jyoti Mirdha is the Congress candidate for Nagaur parliamentary constituency in general elections 2009.  She is a doctor by profession and is the grand daughter of veteran Congress leader Nathuram Mirdha.

An Epicentre of Jat Politics

Nagaur is known as the epicentre of Jat politics and the region has great regard for the late Nathuram Mirdha.

A legend in the farming community, the late Nathuram Mirdha had served the Nagaur seat for decades and won the seat when the Congress lost most of the seats in north India in 1977.

A medical doctor by profession, Jyoti is expected to rekindle her grandfather charisma in the Marwar heartland.  Party sources feel, she will be able to read the pulse of the voters pretty well, since she is well acquainted with the Congress culture. Her father-in-law Krishna Gehlaut is also a Congress leader in Haryana.

BJP  has fielded Bindu Choudhary against Jyoti Mirdha

The BJP has nominated zila pramukh Bindu Choudhary, who switched from the Congress, against Jyoti Mirdha.

Both of them are Jats, both come from illustrious backgrounds and both have their votebanks. The BJP nominee is the daughter of two time MP, Ram Raghunath. If the Jat votes get divided, then the others will determine the outcome. That would depend on party management of the polls.

About Nagaur

Nagaur Parliamentary constituency is located in the middle of Rajasthan.  It is situated amidst seven districts namely Bikaner, Churu, Sikar, Jaipur, Ajmer, Pali, Jodhpur. Nagaur is the fifth largest district in Rajasthan with a vast terrain spreading over 17,718 sq. K.M.

In 2004 elections, Bhanwar Singh Dangawas of the Bharatiya Janata Party (BJP) won from Nagaur Parliamentary constituency defeating Ramraghunath of the Congress party. Bhanwar Singh Dangawas secured 45.08 per cent of the total valid votes, while Ramraghunath got 33.89 per cent votes.
